No. To add sneak attack damage to an attack (including a spell) it needs :
- to be an attack (ie, you have to make an attack roll)
- to deal HP damage
You cannot add SA damage to a touch attack that does not inflict HP damage.
Note that the SA damage is of the same nature as the attack, ie sneak attacking with a Flame Blade deals additional Fire damage, just as sneak attacking with Chill Touch will deal additional Negative Energy damage.
So how does this work with Deliquescent Gloves that give all of your touch attacks 1d6 acid damage?
