This is what we have for our house rules for Counterspell every spellcaster has access to it. We have not had any issues with this.

Counterspell Feat 1
When foe Casts Spell and can see its manifestations, can use own magic to disrupt it.
Trigger: A creature Casts a Spell
Requirement: Have an unused spell prepared.
[RA] Expend a prepared spell. Attempt Counteract at Spells Rank vs triggering spell.
If prepared spell expended matches triggering spell's Tradition, +1 Counteract check.
If prepared spell is Dispel Magic or a similar spell, +2 Counteract check.
If prepared spell matches triggering spell exactly or specifically states can use to counter triggering spell (Bane and Bless), +3 Counteract check

Do this for wands. You don't need to check how many charges it has just keep using it until you can't anymore.

Wands
Check after each use of Wand.
Flat DC 15
• 16-20 Success: No negative effects
• 6-15 Fail: Wand becomes Broken. Can be repaired as usual.
• 1-5 Fumble: Wand becomes Shoddy, If already Shoddy destroyed.

If you get a 16-20 can use the wand again in the same fight
If you get a 6-15 wand needs to be repaired so can't be used again in this fight.
If you gat a 1-5 wand can be used again but if you get another 1-5 wand will break after it is used.

I submit the following for Talismans to make them more useful

Talismans
Check after each use of Talisman.
Flat DC 20
• 20 Success: No negative effects and can be used again
• 10-19 Fail: Talisman becomes Broken. Can be repaired as usual.
• 1-9 Fumble: Talisman becomes Shoddy, If already Shoddy destroyed.

I was thinking of the following

Backlash Cantrip 1
Raise a hazy film of retaliating force.
Cantrip Concentrate Force
Cast: [1A] to [3A]; Traditions: Arcane, Divine, Occult
Duration: 1 min
[1A] 1 Retaliation; [2A] 2 Retaliation; [3A] 3 Retaliation
Deal 1d4 Force dmg to the first # creatures that deal dmg to you with Melee or Unarmed Strikes.
When last retaliation is used, then spell ends and can’t cast it again for 10 min.
Heightened (+1): +d4 Force.

This is a mix of the above plus the Shield spell
