Yep, The villain's plan to destroy the world seems disproportionate to his challenge rating (CR 7). While the ambition to wield the Eye of Abendego is intriguing, it feels odd for a creature of this level to pursue such a grand scheme. For a more believable narrative, the villain's motivations and capabilities should align better with the expectations set by their CR.
