If you can have wizards hunting wizards, I don't see why your DM should freak out about a mystic ranger hunting down arcanists. Your reasoning seems fine.
As far as dead levels go, it is not the end of the world, but the suggestions made were good ones, so I'd follow them.
I believe that Order of the Shooting Star does not allow those spells to be cast as arcane spells, but I don't see it as a big deal if they do count as arcane, as long as ASF is an issue to balance that.
I would recommend Dragon 340 page 50 for the Moon-Warded ranger, who gets wis to armor class as a substitution level. I just finished playing in another adventure (4e) and am considering playing in a 3.5 game with this variant ranger as well, but in Golarion instead of The Realms.
