Well, anyone can use either of these but the stimulant one isnt any use to the owner. I could easily inject it into someone else to give them the benefit if necessary. Jump can always help, especially for those of you who are rather ground bound. Sigh, cellular stimulant gives you quickened for 1 round but you only gain the extra action at the start of your turn so it has to be administered by someone else to do anything.
