(I am glad that my question stimulated some fun activity for you. Thank you for spending effort seeking an answer for me.)

I had missed Scion Lord Kerkis holding a High Council seat. Thank you for bringing him to my attention. That would mean there are 3 persons on the Grand Council who belong to House Damaq: Scion Lord Kerkis, Lady Seleenae and Lady Nymara.

As I understand it, the Grand Council consists of both the High Council and the Low Council. The arrangement is similar to that of the United States Congress, which consists of both the Senate and the House of Representatives.

FWIW: it might be fun to say that the limitation of representation exists--at least by custom--but that House Damaq managed an exception. Politics. <grin>

Do tell, please. Said when? By whom?

I've always been of the opinion that Aroden committed some kind of prophecy-shattering divine suicide.
Like there's a "Aroden understood that something horrific was fated to happen, and in sacrificing himself he empowered heroes to throw off the shackles of fate and hopefully prevent this tragedy" is something that metatextually makes sense (i.e. the reasons the omens are lost is because PCs have agency.) But I also get why they wouldn't want to confirm this.

Does Absalom have any law/rule/custom limiting the number of Grand Council seats that any house can hold? If so, how does House Damaq come to have two members: Lady Seleenae and Lady Nymara? In-world exemption? Paizo oversight? Non-canon claim?

"None of the houses have more than one Council seat"

Thank you.
