No. If a Celestial creature has high enough Hit Dice to get Damage Reduction, then it's attacks are considered magical for the purposes of bypassing DR. Not Good.

Correct. There are two versions of "Large" creatures, "Tall" (10 ft. square and 10 ft. reach) and "Long" (10 ft. square and 5 ft. reach). The bear falls into the latter category.

I believe that if the base creature has 5+ HD when the celestial template is applied it would get DR 5/good which would allow its natural attacks to work on creatures with DR/evil. Celestial creatures with less then 5 HD do not have DR so their natural attacks would not bypass DR/evil
