Sartoss(pg. 76) has only a -2 for duel wielding rapiers. Seems like the penalty should be worse than that. Any ideas?

I was wondering where can I find the other two parts of the introductory First Step series. I can only find the first part with no luck in locating the other two parts. Please help, this would be great to introduce a new group to PFS.
