Personally, I don't see any conflict in the rules for what you propose.

The PC controls a city and a some hexes around it to maintain supplies. Perhaps the greater realm grants a particular area to the barony that it can't grow out of - say 10 hexes or so at max. The Baron can do whatever he feels like in those hexes (within the greater laws), and must come support the greater ruler whenever needed (up to a certain number of weeks per year). In return, the greater realm protects the Baron with the larger armies it can support.

Oh, and I'd have the Baron need to pay some BP to the greater ruler, whether that payment is monthly, every 3 months, 6 months, or whatever. That can be worked out as part of the negotiations. Personally, I'd take no less than a tithe as the liege lord. It's good to be king. :)

Yes, absolutely. It says in Varnhold that the row including Restov, Nivakta's Crossing and Fort Serenko are all part of Brevoy. Oleg's is in that same row when you put the maps together, and thus in Brevoy.

Also, considering that a road can only be built AND maintained in hexes that are claimed and controlled by a realm, then the entire South Rostland Road MUST be in Brevoy. Per the rules, if a hex with a road becomes uncontrolled, the road goes away. Hence, Oleg's is in Brevoy once more.

Alas, this doesn't make sense as Oleg's can be claimed by the players per Rivers. Grrr... I hate inconsistencies.

For future projects of this type, a map with more context around the edges would be very, very helpful.

Quite. When you look at the different maps, you see these:

Brevoy map detail (I apologize for the defacing, but I'm trying to avoid CUP issues.)

In the Brevoy detail map, the border clearly runs through the Narlmarch forests. This is the 'official' map of Brevoy found in Stolen Lands.

Golarian map detail

In the Golarian detail map, the border runs along the northern edge of the Narlmarch. Admittedly, this is a much less detailed scale, so maybe the forest thins out into Brevoy, but they show the edge of dense forest.

And as stated before, I hate the fact that the North compass roses aren't actually pointing north, but northeast-ish. If you rotate the grid map so that North is straight up, the maps is WAAAY off. I agree with previous statements that ~16 degrees rotation is all that is needed, which means the compass roses aren't pointing north. Considering that 1 guy (Rob Lazzaretti, who is AWESOME at it, btw) does all this cartography, you'd think it would match up.

I won't get started on the Brevoy/Iobaria borders where 1 map shows plains (Stolen Lands gazetteer on Brevoy) and another map shows mountains (Varhold gazetteer on Iobaria)...

Well, if the party is lawful, then they should be willing to set up a court and try them for their crimes. Then it's up to the DM to decide if banditry is a hanging offense (most likely) or not back in Brevoy. You have to remember that the party is setting things up for Brevoy (at least early on) and should follow the laws, customs and regulations of their parent land.

So they have captured bandits? Have the trial and find them innocent or guilty. As this is a fantasy world, the level of guilt can be anywhere from "s/he could have done it - off with their head!" to "proven beyond a reasonable doubt" and all shades in between.

If the party is not lawful, then you have more work for yourself. Would it be in balance to free, execute or imprison the bandits based on all the other events in the region? This would be how a neutral person would approach it.

A chaotic person might just say screw it and let the bandits go, hoping they won't come back, but give them a stern warning about if they do.

Just my ideas.

So I was looking at the maps from Rivers Run Red and Blood for Blood. And the grids don't match up!

Here's a detail from Rivers Run Red:

Rivers Run Red

Here's a detail from Blood for Blood:

Blood for Blood

Notice the small finger of forest in both? Clearly this is the same area. But when you put them together, the grids don't match:

Combined

Can anyone tell me for sure if the Map Folio has a complete map of this area with grids but without any of the location markings? It would be really useful to have grids on a blank map for exploring with my party.

Thanks in advance!
