Would i be able to move Boots of speed to another item slot

If i bought Boots of Speed. But i already had a pair of boots. Would i be able to buy it as bracers instead?
Do you still get the 2 extra rage rounds if you take levels in a diferent class?

Let's say i had a character with 1 level barbarian and 1 level in rouge.
Would i still get 2 extra rage rounds from being in level 2 or is it only when i take levels in barbarian?
