Some things (Human languages) refer to an ability modifier. By RAW, you don't have ability modifiers until Step 6: Determine Ability Scores. Was RAI that all things based on ability modifiers are resolved after that step of character creation, or that you create a temporary modifier at the step when it is chosen.
I'd assume you wit until the end, except that they call out the times when you can wait until later so often.
