Is there any rule, which prevents dispelling permanent negative level, which is one-week old? If there was such a rule, the first option would make sense.
For Restoration spell: "This spell cannot be used to dispel more than one permanent negative level possessed by a target in a 1-week period." What of the following is true in condition of 2 permanent negative levels were gained at the same time:
Only one level can be dispelled. After week from cast, another level still can't be dispelled with Restoration.
One level can be dispelled immediately. Another can be dispelled after 7 days from first cast.
