1. You start with 0 XP, regardless of level. From the Guide:

Keep a record of your character’s starting level. 2. Yes, you can rebuild until you have 12 XP. 3. That's correct; when we get to 7th-level we'll update that. 4. Just fine thanks for asking. (you'd build the character then immediately apply your 2 GM chronicles, taking you up to, presumably, 8 XP)

There are not (and will not be) rules to transition characters between editions. However, in Starfinder Society (second edition), characters may begin play at 1st, 3rd, 5th or 7th level.
