short of a GM handwave the task of floating a building of that size is daunting....

i cant think of a way that is supported in the RAW rules to do this as levitate is not viable for permenacy. (unless your GM has stated you could do this)

short of a wish spell or as stated before a specificly researched spell made specificly with this function in mind the almighty handwave is the option...

now ideas that can help with the handwaving would be large ammounts of resources poured into the researching of a spell for this or the crafting of several magic items to perform the task.

course its all up to your GM with this... sorry wish i could of helped more.

I am not sure if anyone has mentioned it yet but the Magister by super genius games could work for the concept your player is wanting.
Plays like a mix of the 3.5 divine soul and sorcerer.
