Sounds to me like you're just renaming "Bonus Feats" to "Fighter Talents".
I believe what you're requesting could be covered by just having some "Fighter Only" feats. Sure, they could take a "mundane" feat, as you put it, or they could take a Fighter Only feat.

It covers all the bases, really.

As you can probably tell from my list, I got into Dragon far too late (I didn't even start gaming until the mid-90s, I was born in '80). I really wish I could have started as early as some others around here, but Dragon itself is older than I am. ;)

A question about the Dragon PDFs, if you may.

With the Dragon (and Dungeon) PDF issues that have poster sized maps (Dragon #287 - 290 (Faerun) and Dungeon #118 - 121 (Greyhawk)) are the maps printable "For Personal Use Only"? What I'm getting at is can I take it to say "Kinkos" (I think they have those in Canada now) to get it printed in it's full size? (They wont accept anything that could possibly be copyrighted for legal reasons, of course.)

Many of these issues don't have PDF formats available yet, but I'm hoping they will eventually.

I have every piece of the Greyhawk map, except of course the one that is "currently unavailable" (Dungeon #118), which is a shame. (I'm missing all of Faerun, but eager to get it.)
