Some history: up until 80 years ago, most of the know world was under the thumb of the Thracian empire. The empire trained professional standing armies, and unlike most lands they sought to educate as many students of magic as they could. With their superior troops and legions of wizards they swept across the land. Under their reign they restricted magic; giving them selves a monopoly. They burned spellbooks, outlawed many religions, persecuted witches and rounded up all of the magic items they could. Those left practacing magic were required to be licensed and approved. A good deal of knowledge was lost during this time. Eventually different factions the empire set upon each other. The military against the church, against the ruling mages. No one won. The empire fell apart, and states revolted as the Thracians killed themselves. Now you sit at an inn in the valley town of Donnersshed, in the nation of Celtberi, north of once glorious Thrace
