It has been 3 years since something, unprecedented had happened. Absalom was invaded by the Chelish army, but more importantly the Chelish army actually won the war. The Chelish army quickly squashed whatever resistance attempted to form.
Dependign on the mood the High Overseer was in on any given day, those that rose against Cheliax were either thrown deep under Absalom in it dungeons and left to rot...OR they were beheaded there on the spot.
