Hi, my DM let me play a juvenile silverdragon (cr 11 )

my question is about the polymorph/change shape ability
is it really min/lvl and only 3 times per day as the polymorph spell or is that an errata and the silverdragon polymorph is at will ?

i suggested not bothering with the bonus stats ( as that may be 1 reason why its not at will like previous edition ) because i wanna use that a bility for RP only( as that may be 1 reason why its not at will like previous edition ) my DM is thinking about it.

what does this community thinks about that ability being only 3 times per day and min/lvl

Change Shape(Su) is a special ability that overrides the duration of the normal polymorph spells. The universal monster ability is as follows:

Basically, 3/day you can change into a creature up to one size category different from your own, and it can be any type of creature that the Polymorph spell allows, but you do not get any ability score modifiers that the spell lists. You can change back for free, but changing into another creature consumes another use. Aside from this, it's indefinite.

The size category limitation is unfortunate, and I'm not sure that it was intentional to limit the silver dragon in this fashion given that it lists animal/humanoid, most of which are outside of the size limitations for a Great Wyrm (aside from crazy things like some giants or a t-rex).

EDIT: I'd like to emphasize that the "don't use bonus stats" thing is baked in to the Change Shape ability. You do not change for the spell bonus and, as far as I can tell, you do not change for the size change either. You simply keep your stats the same.
