Should I change CL of some magic items?

Homebrew and House Rules

Especially those that have more than one version, like belts of strength for example. By RAW the +2, +4 and +6 all have a CL of 8.

The question I ask is, that an AP I'm running is giving out a pearl of power (1st level spells) in the first book. Party is 3rd level at that time.
By RAW the CL is 17, which makes the identify DC 32. The problem is at that level the party has no chance to identify the item, without the Identify spell and even then it's not even a 50/50 chance.

I know I can just go and say "Ok, this is a CL 5 pearl". But I'm wondering if that has any unintended sideeffects that might bite me in the ass later on.
Should I keep it at CL 17?

DC 32 should be withing reach. Wizard with 16 Intelligence and 3 ranks has +9. Taking 10 puts him at 19 already. Identify's +10 puts him at 29. He only needs two party members to use Aid Another. That's assuming he didn't take Skill Focus which would allow him to do this on his own. If he has Magical Aptitude instead he only needs one party member to Aid Another.

That being said, looking at the requirements, I can easily see an argument for the CL being based on the pearl's ability.

Level 1: CL 1
Level 2: CL 3
Level 3: CL 5
Level 4: CL 7
Level 5: CL 9
Level 6: CL 11
Level 7: CL 13
Level 8: CL 15
Level 9: CL 17
Two Spells: CL 11

The requirements only say that you have to be able to cast spells of the spell level to be recalled.

Personally, I've never liked how identifying an item is tied to the CL of the item. The problem is the CL to create the item doesn't necessarily track well with the APL/skill level of characters who are "appropriate" for the item.

For most magic items, the DC is ridiculously low and presents no challenge to the players. A 1st level Wizard with Int 18 can identify any +1 weapon, armor or shield by simply taking a 10. For others like the Pearl of Power (1st), it is unreasonably difficult. Yet, both kinds of items would be very appropriate as loot for a party of level 1-3.

I would prefer a system where the identification Spellcraft DC is driven by something that is more in line with the level of the characters who are likely to encounter those items (maybe tie it to price/cost?).
