I didn't read the link, but I think they went to far with the current allotment of daily, and encounter powers. However, it should be a simple fix of increasing the amount of daily, encounter, and at-will slots the character has as you level, but more importantly, you should be able to have more dailies and encounters at your disposal; but limited on how many times you can use them.
