Was there a 3.x equavalent to the 2e Complete Book of Humanoids?

The answer is "Sort of". :-)

There is a really good 3.0 book simply called Monster by AEG. It modled itself off the Book of Humanoids pretty well.

If that's hard to find then I'd recommend the 3.0 Monster's Handbook by Fantasy Flight Games, but it's not solely concentrated on humanoids, as the AEG book is.

For some crunchy stuff, the WotC 3.X Savage Species. It came out at the end of 3.0 but incorporated most of 3.5 in it's text.

You might also want to check out Race Creation Cookbook. It has a point based system build that you can use to build races. Just something to think about.

The 3.5 "Races of" series of books from WotC also contains a number of humanoid races, apart from the 3 to 4 featured races in each book.
