Subsystems for Scheming?

Hi all!

I'm looking to run a campaign where everyone is an operative of some sort in addition to a party member.

Not spies exactly, but advocates, emissaries, faction leaders -- pretty much everyone has their own agenda for a separate larger group that they represent (players say they don't mind competing with each other for limited resources or opportunities, but not directly against each other with conflicting agendas).

Do the rules for intrigue work well for this? Research rules (beyond libraries)? Do guides published by other GMs exist on this?
