They likely deny any custom avatars, for a Number of legal and or other reasons, Like;
Copyright, (they don't want to get sued)
Avatar possibly being Offensive to others,
Avatar violating certain rules of the boards,
and there are likely a few others, but the big ones are listed.
Paizo does not want to smurf with the Law or certain groups.

Thanks Azure_Zero, I suspected, but I do recall some people getting custom Avatars some time back and figured I would check and see if I got an answer. I think lack of answer from anyone AT Paizo was clear to me :-)
Though somehow these Smurf Avatars seem to evade copyright!!!! LOL.

Depending on who they are, they might of gotten first dibs on a batch of Paizo avatars, or had strong Paizo ties and asked to be allowed a custom avatar they likely had the rights to.
As for the Smurf avatars, I think because it is an easter egg in the code that is not really visible and that ownership of the smurfs could be up in the air that they slipped it in.
