If I was asked on the spot, I would probably just decline and move on.
"Sorry, Duskwalkers are a poor fit for this AP. Please do something else."
However, as I think about it, there's some potential here!
How about a vague sense of familiarity with -and special treatment from- Shinzo? (Whether good or bad)
Someone may correct me on this, but I don't see a lore obstacle to a (pre Lost Omens) Duskwalker living in Willowshore before the spooky stuff started happening.
So if you as the GM are interested in making this it into a thing, and the player is keen on playing such a character, then go for it!
But if you feel that you have enough on your plate already then definitely decline.

I have a duskwalker in my campaign and I initially had the same worry based on duskwalkers being unable to become undead. However, the characters are never actually considered "undead" or receive the "undead" trait, so that will not end up being an issue. So far, it has been fun to have a duskwalker PC. They get a lot of moments to feel tied into the campaign thematically.

Are you in the third book yet? No big plot holes opened or anything of the sort? Any special things you added for the duskwalker?

No, still in book one. So far, I was planning for, like Synapse suggested, having them feel a vague connection to Shinzo.

I have a duskwalker. It's not a problem that I can see. He left open the option of having some tie to the community that I refused, though we left it at "you seem familiar for reasons nobody knows, but none are phased at your odd appearance, it's Tian Xia after all."
