A lich's (according to Bestiary 1) body reforms near its phylactery 1d10 days after their original body is destroyed.
Assuming the WT is like other liches in that regard, 1d10 days later, Tar Baphon is back (minus a bunch of his stuff).
What does he do now? Does he go back to his Isle of Dread (I'm assuming his phylactery isn't on the Isle of Dread somewhere), re-craft a bunch of his stuff, and then start raising more undead armies so he can take another shot at Absalom and the Starstone Cathedral?
Has there been any canon published yet that clarifies what some of his next steps were, are, or might be?
Personally, I've been thinking about his phylactery and where it might be. It could be in a place worse than Gallowspire which might cause him a LOT of problems with getting back on task right away.
One night I asked myself, where would Urgathoa least likely agree to hide it for the WT?
I came up with someplace on the Positive Energy Plane. Maybe in the Garden, Titan's Prison, or even in the Prismatic Vault. As unlikely as that would seem, it's certainly the LAST place anyone would think to look. Somewhere in Golarion's sun would also be a good place to hide the WT's phylactery.
Of course, hiding it in any of those places would present Tar Baphon's body quite a challenge to re-form (might take a much longer time than 1d10 days), but it would be damned near impossible to get to the phylactery let alone destroy it.

It's hard to give specifics since 2e content hasn't followed up much on the events of Tyrant's Grasp. But from what we do know he seems to be building up his forces on the Isle of Terror while letting his lieutenants fortify holdings in Lastwall/The Gravelands. We have a piece of art from Book of the Dead which depicts him making a replica of Gallowspire over the Wizard King's Pit. Otherwise he seems to be scheming, having written off the Starstone as an infeasible path to divinity.

If the Starstone were out as a path to divinity, I'd guess thievery would be what he'd have to resort to to acquire divine status and power.
Who would he target then?
Arazni, for a number of reasons, would seem a likely target. Urgathoa, under the right circumstances, would also be tempting.

There's all sorts of divinity methods from the looks of things! Maybe he's gonna make moves in the upcoming War of Immortals stuff (which I won't talk about too much here in case people don't want spoilers, but worth looking at!) Maybe he'll go the Irori approach and try and become such a perfect undead creature that he transcends.
Theory on the phylactery (a loose one at that but just for funsies) - we know he's popped up on the Isle of Terror; maybe his phylactery is in the Negative Energy Plane and he climbs back out of the Wizard Pit! Cue high level adventure to find his phylactery called "Into the Wizard Pit" but to the tune of The Backyardigans.
As for what he's up to, I don't think there's anything concrete mentioned besides that the Knights of Lastwall are all sort of squinting over at the Isle of Terror like "what're you up to old man". I think there's some KoL-related content in this year's PFS scenarios? But I imagine it'll be all eyes on War of Immortals for a while now.

I have been working Tar-Baphon's starstone angle as less "wants divinity" and more "wants power"
After all, the dude's immortal. With the starstone, he can control existence. That's more powerful than being a god, shuffled off to some outer plane.
Anyway, for 2E, he's on the Isle of Terror, hanging out and brooding.
