In the description for RL5. Fort Serenko, it mentions that Rostland considers it part of their holdings. Wouldn’t this also apply to Oleg’s Trading Post, since it is in the Rostland Hinterlands region? It seems to me Oleg’s is the most likely spot for the PCs to establish their kingdom; wouldn’t Rostland be offended at the loss of land? Should the PCs only build in the Greenbelt until they can negotiate some northward expansion?

Fort Serenko is an exception, not the rule, to locations in the Rostland Hinterlands. Rostland won't react badly to the PCs claiming most of the hexes in the Rostland Hinterlands, with the exception of the hex that contains Fort Serenko.
Oleg's Trading Post has good relations with Rostland, but it's its own thing, an outpost who's allied with their neighbor but isn't considered a part of those holdings (specifically because the folks who built it wanted to strike out on their own away from Brevoy).
Oleg's is a fine spot for the PCs to start their kingdom, but the Stag King's fort is more centrally located and has better infrastructure and is sort of the expectation of a PC kingdom starting point... but the PCs are free to start wherever they wish. Including Fort Serenko, if they want, although that's not a great political choice.
(Also, note that the map tags for Fort Serenko and Crooked Falls accidentally had their places swapped at the last minute; Fort Sernko is upriver from Crooked Falls, and Fort Serenko is at the river junction.)
