When a Pathfinder PC multi-classes, does he get the +3 bump to only skills he has previously had 1 rank in, or can he add a rank to a new class skill, garnering a +3 bump?
And if a PC takes a PRC (with new class skills) do these work the same as core class skills (i.e. the +3 bump to the skills gainesd from the PRC)?

I'm pretty sure you can add one rank at any time and gain the bonus. Even within one class, if you don't have enough ranks to take every skill at first level, you can branch out later and gain your +3 bonus then.
I would just remove class skills from PrCs altogether in Pathfinder, personally. They usually have the same or less class skills as their target base class anyway.
