I would guess due to linguistic awkwardness, and how most people from the Shackles are from somewhere else, a lot of folks from the Shackles would identify themselves through their port of call rather than the loose confederation that constitutes a country technically.
Alternatively, the people who have been living there since before there was a Shackles would use something like the Iruxi or Sahaugin word for where they're from.

That's what I'm thinking, or use the name of the specific island they grew up on.

This is what I was going to say.
1) A large number of shackles inhabitants are probably from somewhere else originally
2) Those who did grow up in the shackles probably do not think of it as their home country. They are much more likely (IMO) to identify with the city or small geographic area in which they grew up.

I think free people works just as much a connection to specific location be it a region in the shackles or cultural or ethnic origin. The shackles doesn't seem like the place where one consistent answer is needed.
For those who come the shackles, they may declare themselves free people they may not.

Is it stated that residents of the Shackles actually refer to themselves as free people any place?
It seems like a very bold statement that implies others aren't.
Not that it couldn't happen, just look at "The land of the free and the home of the brave". I'm just curious if that's written anywhere in publications.

I feel like the average person in the shackles doesn't want to associate too strongly with the Free Captains.
Even if you live in the Shackles, the proximity to Cheliax and others nations that patrol the area likely make it difficult not worth while for your average person living in a port city to openly associate themselves with piracy.
Free Captains have an easier time of, likely because they're always on the move and harder to locate.
