I want to be sure I'm understanding these PF2 rules; I still find them very obliquely and confusingly written sometimes.
You can only have one composition spell going at any time, per the rules. Does that mean that Lingering Performance is useless to keep inspire courage going and then cast a composition spell like, Hymn of Healing ?
Am I correct in assuming that I could use Lingering Performance to keep inspire courage going, and then cast a NON-composition spell as much as I like, such as true strike followed by telekinetic projectile ?

Correct. Lingering performance will not allow you to use another composition. Using two performances at once is a job for Harmonize, instead.
Nothing stops you from casting non composition spells while your performance lingers.

Yes.
The only restriction for compositions are that you can only cast one per round and that only one can be active at a time. Harmonize does get around both of these restrictions, though. So you could, for example, use Inspire Courage and then Harmonize the Hymn of Healing effect.
Otherwise, you could, as an example, cast Inspire Courage followed by Telekinetic Projectile in the same turn, with True Strike followed by Telekinetic Projectile in the coming turns, so long as Inspire Courage lasts more than a round.
