My thought process:
Champions are a really popular class.
Adventure Paths are designed to reach 20 and have many sessions at a high level.
Celestial Form is a really tempting feat for all champions from both a mechanics and flavor perspective.
Said feat explicitly says:
You take on a celestial countenance, appearing like a type of celestial who serves your deity; for example, as an angel, you would gain a halo and feathery wings.
Hence the thread title question is soon to be quite relevant for a lot of parties.
Another thought is how do such champions fit in with the rest of the celestial host? All other celestials of comparable power to a level 18 champion slowly worked their way up the ranks over millennia. Suddenly having a peer who is from a life experience perspective practically a newborn infant by their standards seems like it would be disconcerting.

It's really not possible to answer the first question, I think. Remember that on Golarion, "the average person" may tame mammoths for a living, or have an undead overlord, or spend their entire life underground, or whatever. Essentially, it's the GM's decision.
("Crikey, it looks like a were-eagle to me! I'll just wrassle it into submission!")
As for how celestials react to mortals - the odds are that they are OK with this. Jealousy isn't likely to be part of most celestials' thinking: they're immortal and dedicated to good, and each new celestial to join the host is a welcome aid against an eternal and numerically superior enemy.

Depends on where they live, probably.
Absalom and other major cities probably have regular visits from some lesser Celestials, and would thus be fairly unsurprised (though they would likely still be a bit impressed), while tiny towns in the middle of nowhere would be shocked and awed. Another factor is area, Katapesh and Nex have regular visits from genies and other truly impressive and fantastical stuff, so even people from the hinterlands in those nations might be a bit more blase about the whole thing.

Certainly going to be area and campaign specific. “supernatural” things seem to be much more common in Golarion, but not exactly “commonplace” if that makes sense. I think of it similar to IRL when a major athlete or Hollywood actor appears. If you are in a big city like Absalom, Magnimar, etc, there might be some mumbling and pointing while if they appeared in a small town akin to Sandpoint or Falcon’s Hollow, they might be showered with a lot more attention, or feared and people would run away and hide.

Yeah, from the sounds of it, in southern Garund, there's a nation full of aasimars who might get regular visits from celestials, and it seems like the Magaambya might also see the occasional celestial visitor, with it's curriculum of good aligned spellcasters in service to various Empyreal lords.
Cheliax and Nidal, on the other hand, are more used to extraplanar visitors from a more downward disposition...
Just don't be impersonating angels to get free beers and accolades from easy-impressed yokels. That's a good way to get smote. :)
