I can't think of a way to do this because of level scaling. I don't want a low level item to give appreciable focus back to a high level PC, and I don't want the potion unavailable to low level PCs.
Making a potion only work for certain character levels would provide correct mechanics but feel clunky. Making a potion's effect keyed to the PC's maximum focus feels better.
The item may be problematic but I want to try.

Potions of Focused Mind use a strange root that is mildly toxic. Every time you consume more than one in an hour, roll a flat check to make the PC sickened X for an hour, where X was the number of current focus points. This way, Higher level PCs trying to top off their Focus pool through repeated application of the potion gamble with it or have to spend resources fixing their condition.

Does it have to be a potion? If it becomes something "invested", higher level characters run up against the limit of worn items. And/or make higher level versions that are considerably more expensive. The prices below are off the top of my head.

During your daily preparations, you may store one focus point in this ring.
Activate: Two Actions. Retrieve focus point from ring, adding it to your focus pool. This does not allow you to exceed your maximum pool.

You may store up to two focus points.
Type III; Lever 12; Price 5000 gp
You may store up to three focus points.
