Can a target of a slow spell make attacks of opportunity? Why or why not?

Yes. Nothing in the spell or associated staggered condition indicates otherwise. Staggered specifically says you can take immediate, free, and swift actions as well.


Attacks of opportunity don't require actions, so nothing is forbidden. You're fine


Like the 5-foot step, AoOs are considered non-actions. It's a "free attack", per the Combat data. Anything that can be done as an 'attack action' (Trips, disarms, single attacks, etc) can be done as an attack of opportunity any time someone provokes one, you can take advantage of it, and you have remaining AoOs in your pool.


As stated above. Of course those attacks will be at -1 to hit per Slow spell.
