Creating Talking Animals

Myth and legend are full of talking animals (I'm not talking bipedal beasties like the Dover, I mean quadrupeds like Aslan), but D&D and Pathfinder lack these. One of my friends said it was because creators thought they wouldn't be taken seriously or that no one would want to play one. I do not think that a tiger Monk could be anything *but* taken seriously, but that may just be me.

Anyway, how would a person create Talking Animals and how would they fit in with the classes? Besides the mental stats, there would be issues with armor and weapons (not to mention scrolls and other magic items). Wizard familars for Talking Animals could get...interesting. And a Paladin horse's mount... um... Any suggestions?
