Hello question: mithral chain shirt+ armor kilt on a arcana caster that can cast on light armor like a bard for example, does he start to get arcane cast penalty ? does he need medium armor proficiency to use it? What is the max dexterity bonus of it?

If I'm not mistaken...

1. The mithral chain shirt + kilt combo is going to have the same 10% cast penalty as he'd have without the kilt. (Chain shirt: 20% ACP, Mithral -10%.)

2. He would indeed need Medium proficiency to use it.

3. Max Dex bonus would be +6 (Chain Shirt's +4, Mithral's +2).

Armored kilt will make everything count as medium armor, and you will have spell failure. Even if everything is mithral.
