It's in the intro to the rituals sections p 274 and it references the DC chart on page 337. I think they reference that chart too often and that makes things difficult.
But the primary caster DC is a severe difficulty check of twice the rituals level and the secondary casters DC is a hard difficulty check of twice the rituals level. Though there are some guidelines for adjusting the DCs based on story plots (aka new moon, leylines, planetary alignment whatever)
So for example Consecrate as a lvl 2 ritual has:
Primary Religion DC 20
Secondary Craft DC 19
Secondary Performance DC 19
And as a lvl 7 ritual
Primary Religion DC 36
Secondary Craft DC 33
Secondary Performance DC 33

I think he's actually talking about targets of the ritual getting a save, like planar binding. In this case, the save is the DC of any other spell, based off the primary caster = 10 + Primary Caster Lvl + Primary Caster Attribute bonus + Primary Caster Proficiency modifier + (any other bonuses, likely 0)

But what about non-casters using rituals? And what proficiency modifiers would apply, if any? Does Consecrate count as a divine spell for proficiency purposes? If I end up running any rituals, I'll probably set any save DCs based on the primary caster's proficiency in the relevant skill, but that's not based on any explicit rules text.
