Sincec CR0 enemies count as PL-2 against a PL1 party, would an Elite CR0 enemy count as PL-1, or would it count as PL=, just like a CR1 enemy?
If you mean the goblins in Doomsday Dawn, I treated it as an increase to CR 1 and just calculated challenging my party of 6 with character adjustment. Ended up with three Elite Goblin Commandos. Another week and a half until we actually play, though, so I can't tell you how that plays out in practice.

Five is tricky due to odd numbers that can only be fixed with PL-1 creatures :P

Yeah, it is. Sorry I didn't get back to this, I lost track of the thread (new to the forums, though not to 3.5/Pathfinder).
Rebuilding the encounters from the ground up could theoretically work, but sometimes that just doesn't shake out. Any chance on an answer from the devs on this one regarding Secret Wizard's original question?
Also, how does weakening a CR 1 creature work? Does that also count as party level -1 or party level -2? I know CR 0 is level -2, but how does that interact with the artificial nature of elite/weak?

The Lv0 Goblin Warriors with Elite become stronger than the Lv1 Goblin Commando. By how monsters are designed, they'd be CR1, though RAW might disagree! A silly/cruel GM could use this to grant less XP to his players, but that doesn't seem fun. So don't think it matters a lot in the grand scheme of things.
