Silksworn Occultist and Mental Focus

Silksworn occultists don't gain implements in the usual sense of the word; how does it affect their ability to invest Mental Focus?

Can they invest Mental Focus in their clothing normally as normal Occultist would in their Implements, or

Can they only use internal Mental Focus, at double price, to use Focus powers (and, presumably, lack Resonanat powers at all?)

I wrote it with the intention that you invest mental focus in your clothing "slots". This would generally function as though you had invested mental focus in the appropriate implement (so no double price, normal access to focus powers, etc). The most notable difference is that, since your power isn't invested in a specific implement, you can't hand it to someone else for them to use.
