I don't understand what happens if I go over the maximum allowed for a Power Level.
For example, I want to make a standard race. Am I only limited to 10? If so, why are there some examples in the back that have more than 10 but less than 20? Are Catfolk and Aasimar Standard or Advanced? Since they have more RP than the standard races, do they have a higher CR than standard too?
From how I read page 3 everything up to 19 is a normal race for the purpose of building it, everything from 20 to 29 is Advanced and 30+ is Monster. The Effective Party Level seems to be a bit different since averages are rounded to the nearest multiple of 10. So a party that is on average built with 15 RP (rounded up to 20) will be counted as 1 level higher for the purpose of adjusting encounters from level 1-5.
