I've been looking for PFS scenario taking place in the first world and coming up empty-handed. The closest I've found is AP #36 (Kingmaker 6) which isn't legal for PFS play.
With "First World, Realm of the Fey" and "Legacy of the First World" both released this year, and major sections of the prior already PFS-legal, is it likely we'll see at least one PFS scenario in the First World in Season 9?

There are no scenarios that go into The First World, but there are many that interact with some of it's inhabitants. We may well be sent there at some point in the future since we've already been on an Asteroid, at least two other planets, the planes of Air, Earth, Fire, Water and Shadow, several demiplanes, a dreamscape, and back in time on multiple occasions now.
With that said, it's completely unknown to the masses where we will be sent in the next season of PFS. The first four adventures this coming season take place only in major areas of the Inner Sea: Absalom, Qadira, Andoran, and Brevoy. With the season title of "Year of Faction's Favor", I believe we will be tying up a lot of the loose ends that our factions have left over from the past several years. Things like the faction splitting from the nations, Grandmaster Torch, and Guaril Karela. But I digress. Until we see where these new missions lead, we're all in the Deeper Darkness...

The module Realm of the Fellnight Queen is legal for PFS and pretty darn close to the First World.
I've been considering the potential for the new spells and powers for discovering breaches, first world travel, and the Feysworn prestige class.
There are many modules with fey, but without playable First World content these two books released this year are a waste... which I think is a shame because there's so much untapped awesome in First World stories.

Hopefully John Compton is listening for new adventure ideas.
In my experience adventures tend to follow setting books, not the other way around. Now that we have some more fey setting information, there's more foothold to write adventures about it.
John Compton has said that he doesn't like to set adventures in uncharted parts of the setting because that would restrict the design team when they want to put some more color in. So adventures follow in the wake of setting design.
