Mixing Specific Magic wapons and armor

Rules Questions

I'm wondering if you can mix specific magic item effects the same way you can upgrade a +1 sword to a +2 sword

for example the Lion's shield costs 9170
it's a +2 shield, which is 4000 gp of it's cost
it's a heavy steel shield which is 20 gp of its cost
that means the lion's effect is 5150 of it's cost

could I using craft magic arms and armor take a celestial shield (13,170 gp) and add to it the lion's effect for 5150?

The rules don't cover this.

Ask your GM.

It is also masterwork, which accounts for another 150 GP, leaving you with a net upgrade cost of 5000 GP.

Is it a +2 shield (4170gp) with an additional 5000gp worth of enchantments (the lion part)? Or was the lion part considered an an effective +1 bonus, so the shield is actually considered a +3 shield for pricing purposes (also 9170gp)?

Because if it is a +2 shield with an additional 5000gp worth of enchantments, upgrading it to +3 would cost an additional 5000gp (14,170gp total).

But if the lion part was considered a +1 equivalent bonus, then upgrading the shield to a +3 shield (+4 equivalent total for pricing) would cost an additional 7000gp, for a total of 16170gp.

That is why you need to ask your GM. Specific magic items don't always follow the formulas. And depending on how it is ruled they are priced will determine how they can be upgraded.

I would direct you to two books, the CRB on Magic Item Creation and Ultimate Campaign. Ult Cmpgn, which talks about things beyond the CRB, suggests not mixing magic item feat creations nor mucking about with magic items slots & assigned types of effects.
Ult Cmpgn DOES cover adding different abilities to items, usually a 50% markup following the magic item creation rules in the CRB.

It falls to you as a player to write up a description of what you want and submit it to your GM.
If you have two different magical shields that exist in printed product that you want to merge then it's probably a go but the cost will be higher (due to the 50% markup on one). Part of the write up is the deconstruction of the pricing of the items which can be tricky if the item does not have a straight forward construction.

When it comes to custom magic items, the rules pretty much start and end with its up to the GM.

You have presented a pretty good case for what the lion part costs, $5000 as a separate enchantment or the equivalent of an additional +1 special ability.

If I was your GM, I would allow this, but I would require you to count it as a +1 special ability, not a flat $5,000. Since it is a fairly powerful ability (more attacks without action cost) and applies directly to combat I think the +1 is more appropriate. Add in that that lines up perfectly with the cost, and it seems pretty obvious to me.

While there are exceptions, a lot of the 'flat fee' things are stuff that doesn't necessarily apply to combat (at least not directly) like glamoured and shadow.
