This seems to be a subject that comes up a lot, and I was thinking, maybe it would be beneficial to compile a list of what the highest possible AC, Damage, Saves, Bluff, Intiative etc. etc. etc. is at first level. We should probably stick to paizo material, starting gold (traits like rich parents count) and to permanent bonuses only (things like class features and fighting defensively are, technically permanent because they require no gold and you can do it whenever you need to most).

Highest AC: So far I'm looking at a Gathlain Fighter with Defender of the Society, Dodge, and Shield Focus, wearing four mirror armor /w an armored kilt and a tower shield, with a total AC of 10 + 7 armor + 5 shield + 2 Dex + 1 size/natural/trait/dodge, for a total of 28 or 30 when fighting defensively. This comes at a costly -2 or -4 to attack rolls, but you could choose to go heavy shield and have 26 AC without the penalty.

Damage: This one i'm not confident on, but I'm guessing something along the lines of Lizardfolk Barbarian, 24 Str while raging, full attack with 3 primary natural attacks, two claws and a bite with power attack at +6/+6/+6 dealing 1d2+9,1d4+9,1d4+9 for a total of 30 to 37 damage.

Starting Gold:

Option 1 (might not fly)
=900 Rich Parents - Basic (Social)
+900 Chosen Child - Region (Po Li)
Total 1800 gp start if allowed to take in order above.

Option 2 (best guaranteed legal)
+300 Get the Cargo Through - Campaign (Serpent's Skull)
+900 Chosen Child - Region (Po Li)
~175 Fighter
Total ~1375 starting gp

Other interesting traits:
+150 On the Payroll - Campaign (Carrion Crown)
=500 Coin Hoarder - Region (Mindspin Mountains)
+100 Ustalavic Noble - Region (Ustalav)
+200 Lair Snake - Region (Dragon’s lair)

Diplomacy/Linguistics: Magical Child Vigilante Tengu with Skill Focus (Linguistics), Social Talent: Orator Familiar, and a Parrot Familiar gets +20 to Linguistics (and therefore Diplomacy, to change attitudes). That's 1 Rank, 1 Trait, 3 Class, 2 Int, 4 Race, 3 Skill Focus, 2 Masterwork, and 3 from Parrot. You also have two level 1 spells and if you didn't care about diplomacy, you could use your Social Talent to get Social Grace for another +4 (+24 to Linguistics), but using it for Diplomacy is probably your best bet.

Initiative: An Ifrit with Wildfire Heart (+4), 20 Dex (+5), Reactionary (+2), Rich Parents, and a Cracked Dusty Rose Prism Ioun Stone can be a Diviner Wizard (+1) with a Greensting Scorpion Familiar (+4), who can cast Anticipate Peril (+1) and Heightened Awareness (+4) for +26 to initiative at level 1.

For the Record: It doesn't beat out the Lizardfolk Barbarian, but a level 1 Human Cavalier with Spirited Charge and a Masterwork Lance is pretty darned powerful, especially considering all the bonuses you get being mounted.

Highest Damage:
Ogre Sohei 1
22 Strength
Feats: Spirited Charge, Undersized Mount
Traits: Adopted (Tiger's Claw), Chosen Child
charging with his masterwork lance atop his combat trained riding gecko for a +9 to hit, dealing 6d6+30 damage (average 51)

Also, a human fey/dreamspun crossblooded sorcerer with 20 Cha, Spell Focus, Greater Spell Focus, and Mediator gets a DC 21 sleep spell even before lullaby shenanigans. Dropping Greater Spell Focus and switching to kitsune works as well.

Couldn't you start with an 18 base con and add your racial +2?

Right. So 27 hp would be the highest (I'll edit the original post now)

You can squeeze in another hit point by going with eldritch guardian fighter or bloodline familiar bloodrager for a toad or chicken familiar that grants +3 hp.

All the saves seem to max out at around +14 (+2 class, +5 stat, +2 feat, +1 trait, +2 familiar, +2 fates favored sacred tattoo).

does it have to be level one or can it be a single class level because a scaled fist unchained sucubus monk can get their ac to a really good ammount

Highest 1 Time/Day Knowledge Check: +46

Human Lore Oracle (Seer)
1 Rank Class Skill (+4)
20 Int (+5)

Revelation: Natural Divination (+10)

Feats:
Skill Focus (+3)
Extra Revelation: Focused Trance (+20)

Traits:
Secrets of the Sphinx (+2)

Appropriate Masterwork Tool (+2)

Uncertain if there is a better trait, wasn't able to find any level 1 spells that definitely stack with Focused Trance and don't give competence bonuses.

There's also an Exchange faction trait, Tireless, that gives +1 hp.

You can get that a lot higher by using a Vivisectionist Alchemist instead of a Barbarian. You can use both Mutagen and an Extract of Enlarge Person to boost strength to 26 and size category to large. Vivisectionist gives a sneak attack for an extra d6 on each attack.

On a full attack with sneak attack that gives: 1d4+10+1d6,1d6+10+1d6,1d6+10+1d6 for 36-64 damage.

Nice catch. So we've got it to 29... can anyone think of a way to boost it to 30?

I'm not sure that really counts as a "permanent bonus."

if the dm doesnt apply level adjustment to templates then you can template stack for massive stat boosts which will make high hp saves and damage

If you wanted to be really silly, I suppose you could also take rich parents as your second trait for the 900gp and add it to you 105 starting gp for a Barbarian to make an intelligent ioun torch ("Sparky", Ego 12) that casts virtue at will to spam on you for +1 hp and requires that you be a human with at least 1 rank in Survival for 960.75 (assuming my math of 75gp [ioun torch] + 500gp [base cost for an intelligent item] +1,000gp [0 level spell at will] with 30% discount for race restriction & 10% discount for skill restriction is correct).
