I am a VL with 4 stars. Can I run these scenarios or do they need to run at a convention for the first year? If someone in charge could answer this it would be a big help thank you.
It currently appears that 7-98 can be run by 4 and 5 stars anytime, but that 7-99 has convention and star requirements that are unclear at this time. I'd expect to hopefully see something about this in tomorrow's blog post.
