1. Is it still legal to run games from past seasons? Would it still give me rewards
Yes and yes.
2. Is it a MUST that my players own a copy of the resource they want to use in game or is it enough that me the GM owns a copy?
Enforcement of that matter is left to the dm.
3. Where can I contact the official in charge of the Philippines?
Dnd 5e is very popular here and I want to do my part to spread the pathfinder love.

It is legal, but you have to be careful about a few things spelled out in the Guide.
From the top of my head:- Ignore Faction Missions. They are discontinued.
- Don't get confused when factions that don't exist anymore get referenced (Shadow Lodge, Lantern Lodge, Andoran, Cheliax, Taldor, Osirion and Qadira).
- Earlier seasons (0-3, I think?) were written with 4 players in mind. This affects how you should handle them when your group falls between tiers (e.g. 6 level 3 players playing a Tier 1-5 from Season 2).
- Out-of-subtier-gold was introduced in...some season, I don't know. That means it's not referenced on the chronicle sheets and you might have to write it in yourself.

Some of the Season 0 scenarios have been retired and are not legal to run; they are clearly marked as such on their product pages. Everything from Season 1 on is still fully legal.
For Season 0-4, separate faction missions were used for earning prestige points, but when those were discontinued the Secondary Success Conditions document was published in order to detail the primary and secondary success conditions for earning prestige points. The scenarios still have the faction missions in the PDFs, and you can hand them out for flavor if you want, but use the Secondary Success Conditions document for awarding prestige points.
