I don't believe there's a book with any more detail than the CRB section on Magic Item Creation.
Every year, however, Paizo has run a contest called RPG Superstar, in which people compete to design magic items (among other things). If you check out the RPG Superstar section of the boards and read through the first rounds, particularly the Critique My Item threads, you can get a good feel for what works and doesn't in a wondrous item.
Sean K Reynolds has a list of advice, some of which is specific to entering RPG Superstar, but some of which is just good advice in general for designing items.
