How and when to apply % increases (Increase chance to stabilise by 10%)

Cantrip spell "Glimmer of Hope" says that I can increase a characters chance to stablise by 10%. But what does this mean?

Does this lower the DC rating?
Does this increase the result of a die roll?
Does this increase the end total (after bonuses)?

When/how does this bonus get applied?

I'm not familiar with this product, but it seems that it is a holdover from D&D 3.x where there is a flat 10% chance of stabilizing instead of a constitution check.

I would also like to point out that this cantrip is basically useless* since the cantrip Stabilize works automatically and is ranged.

* I guess one could argue that bards don't have access to stabilize.

I guess the closest 3.x->PF translation would be that it gives a +2 on stabilization checks. As Nikosandros said, most of the time you're better off with stabilize.
