The City of Strangers, Part 1: The Shadow Gambit - NPC Question [SPOILER]

Those who have prepped this before, I have a question about Tier 6-7 Wymund Pratt (Bard 10):

Pratt is wearing a Headband of Alluring Charisma +2. He also uses a scroll to cast Eagle's Splendor on himself. As we all know, these don't stack, so he'd net a +2 bonus from the ES scroll. However, the scenario gives base statistics which require that I reduce all spell DC's by 2, concentration by 2, charisma by 4...you get the idea.

My question, before I get too far into rewriting this guy: Is there an errata? If no, has anyone done the checks to see whether he's OP? Which needs to change - his base statistics block, or his main stats? I'm leaning toward the main stats being OP, given that at L7 his CHA score was 16 and now at L10 it's 22.

Any thoughts?

No, there is not an errata. If it slips past editing, it is up to the individual GM to catch and correct it. Your assessment is correct; the author stacked the scroll and the headband, which was an error. You are completely within your rights as a GM to reduce the stat and appropriate ability/spell DCs. Having said that, it won't make a difference either way. He's a lone caster, and he's going to be surrounded and killed. 'Cause bards must die, that's why ;)

If you haven't perused it already, there's an existing GM discussion list for this scenario.

I had read over it, but it was so old that I wondered whether it wouldn't be better to start a new thread. Reposted there.
