In order 3433717 on Jan 28, I placed a pre-order for the Pathfinder Strategy Guide (Hardcover). This pre-order went to the Side-cart and then populated in the next subscription order 3458199. This order was shipped on April 22. However, as part of the pre-order, it was advertised that you got the PDF free if you preordered, which I did. However, the PDF download did not populate in my downloads when shipped. Thank you.

The PDF for the Strategy Guide was free with pre-orders for folks who had an active Roleplaying Game subscription. Since you did not have an RPG subscription you did not receive a PDF along with the book.
