Question on First Steps Part 1: In Service to Lore

In Act 1 when the group has to get the crate it says "–4 penalty on all related Acrobatics checks and any Reflex saves resulting from failure."
does the -4 only happen if they fail the acrobatics check and causes the crate to fall in or is the -4 always present no matter what. Thanks for the help.

the -4 is always present when trying to get to the crate because of the rotted floor that's holding ( or not holding it very well :) it up.
