Wargames Foundry is my go-to for historicals (and they're all one-piece minis that don't require assembly). Just a few examples:

Warlord Games in the UK have Roman and Greek civilians. Eureka Miniatures have a variety of ancient civilians too. If plastics are acceptable, Strelets make a rather nice set of Roman/Greek civilians. You might find some of the figures from Crocodile Games useful, "fantasy Egyptians" is basically the shtick of their Wargods of Aegyptus range.

Im not aware of Strelets makeing 25/28 mm figuess. If Strelets or Caesar did make figues in the 25/28 range Iwould buy them. I use Caesar 1/72 scale orcs as goblinsas they are the right size for that..If Strelets ever made their Merry Old England set in 28 mm Iwould buy it in a minute. 6
