It is a level 1-3 game - is it repeatable if you play 1st level characters only (like the 1-2 games are repeatable if you play 1st level characters only).

It is not repeatable at all. Only tier 1 and tier 1-2 are.

Confirmed. The Cellars and other Tier 1–3 adventures are not part of the unlimited replay policy.
